In this post I will share with you some of my impressions from my last visit to an Istanbul casino.
There's a casino in the Hilton Hotel in Istanbul with around twenty-five slots. The other games are dealt in lira or lyres; a lyre is about 8e American. They have two crap games, about ten 21s. and three wheels. They deal in one-dollar minimums. There is a private back-room casino featuring roulette for the rich Turkish merchants. Locals are not allowed into the main casino. They deal place bets only at the crap table-with a $200 limit. They also deal a $200 limit on 21 American style using shoes.

This island could have become the gambling center of till Caribbean. The only trouble is that the islanders did not go along with the times.

The main reason for American tourists leaving Puerto Rico in disgust is the way they are handled in the hotel and casino areas. Also some of the government rules in the clubs are ridiculous. I don’t know who their adviser was in setting up these rules but they bad better look elsewhere for advice. Anyone with a fair knowledge of gambling could have told the government that many rules were outdated forty years ago. They went out with high-button shoes. Like the string in the middle of each crap table on Puerto Rico. Both dice bad to go over the string and stay over. If a short person, who is fortunate enough even to reach the table shot the dice a couple of times and the and tilt dice didn't go over the string the dealers would bawl the players out and sometimes wouldn't let him shoot again. Another rule is that if' one of the dice lands on a chip (cocked dice) it is "no dice." And if it’s a close decision a supervisor will come over with a flashlight to see if there is light between a chip and the die so that they are Dot touching each other. In Nevada and in other countries there is no string cocked dice are called on the high side whichever way the dies is supposed to fall.
In many island hotels a player risks getting his knuckles rapped if he plays with the dice before shooting. God forbid that he should tam them over by accident. I’ve seen stick men-who control the dies look at such a shooter as if he were going to be hung. If a shooter throws a couple of craps feels unlucky and wants to change the dice in the middle of the hand, too bad. You must shoot with the same unlucky dice.
These are examples of what we call ridiculous rules. They close up the games and cause arguments.
Some clubs don't even have a: casino cage. They have a desk hi the middle of the pit. When players cash out at a table, a runner will deliver the money. But many people have to go through quite a hassle to cash personal checks or traveler's cheques. I've seen it over and over. And if a pretty girl walks by a dealer, he will stop dealing and make comments to other dealers in Spanish. That's what you call a strong union.
My impression of all this was that the Puerto Ricans felt they were doing the Americans a favor by letting them spends and lose their money on the island. It has taken Americans a long time, but they have finally come to their senses. Quite a few have realized they don't have to take the harassments in the Peurto Rican hotels and casinos. There are other islands in the Caribbean that are being tried by the Americans who formerly patronized Puerto Rico. As a result, tourism and gambling have dropped off quite a bit. The government has even had to take over a couple of hotels that have closed for lack of business and is investigating what caused the decline.
Outside of the outlandish rules, the crap games in Puerto Rico are similar to those in Nevada, with a couple of exceptions. They have come bets and place bets, but they pay even money on the 6 and 8, so if you are a place bettor you must not place either number. Also, do not play or bet on the field.

Puerto Rico still deals a $1OO betting limit. If they want to raise table limits to $200, they must declare to the government before they open how many tables will be raised. Also, when clubs declare what tables is a $5 minimum, they must continue the $5 minimum bet the whole evening and cannot reduce the limit-even if nobody is playing.
When quite a few boats come into San Juan, some clubs will only keep their maximum limit to $100. The tourists on the boats do not stay ashore too long and play heavily. The club operators know they can grind the tourists out of their money with the $100 limit.
The government has appointed a gambling administrator to look into the cause of the declining tourist and gambling trade. I would suggest that his first assignment should be a visit to Nevada to see how casinos are run and what the rules are. He also must get the idea across to the natives that the customer comes first.
